Statement of Concern or SOC is a way that people can object to proposed facility applications.

The regulator AER reviews all SOC's carefully. Many are reviewed with an internal form tool called a SOCAR. The regulator rarely shares SOCAR forms. But you can see a SOCAR as one of the documents in the application referenced above.
