Three reasons for refusing
Applications are refused or closed for three reasons: technical, technicality, and stake holder concerns.
Technical: The regulator doesn't agree with your plan on a fundamental basis. "Sorry, we won't let you store oilfield waste in a bog."
Technicality: You filled the forms wrong. "Sorry, you didn't include the correct UWI in your application."
Stake holder: You have intractable disagreements with legitimate stake holders. "Sorry, the farmer next to your facility objects to having your lights shine all night."
Read closed applications
To prevent your application from being refused by the regulator, it's best to read other's closed applications. You can find out what the regulator didn't like and make sure you stay away from those traps.
