AER's Integrated Application Registry down

The IAR went down this morning at a few minutes after midnight.

As well as the IAR, many other AER processes went down too. This left many of the application approval functions of the AER slow to respond to industry.

Last time the IAR went down, it was down for two weeks in April 2014.
