To level out the supply of diluent, this applicant proposes to install permanent diluent storage at his site. He has experienced multiple planned and unplanned diluent supply outages. Unfortunately any diluent outage longer than a few minutes results in a central processing facility upset and shut-down. He proposes to store a supply of back-up diluent.
